Mikhail N. Erokhin, academician (Russian Academy of Sciences), doctor of technical sciences, professor of strength of the materials and machine parts of Russian State Agrarian University – Moscow agricultural Academy named after K.A. Timiryazev. 

He is the Honored Scientist of the Russian Federation (1997), the winner of prizes of the Russian Federation Government in the field of science (2001) and education (2008), he was awarded the Medal of Honor, the order "For merits before Fatherland of IV degree", a gold medal "For contribution to the development of agriculture", certificates of the Ministry of Agriculture and the Ministry of Education. 

Mikhail N. Erokhin was born in 1946. He graduated from Moscow Institute of Agricultural Engineers named after V.P. Goryachkin in 1968. Since 1970, he worked at Moscow Institute of Agricultural Engineers named after V.P. Goryachkin (in 1993, the Institute was renamed into Moscow State Agroengineering University named after V.P. Goryachkin) in various positions: from a junior researcher to the Vice-Rector. From 1995 till 2011, he acted as the Rector of the University, from 2011 till 2014, he functioned as the President of the University. After the unification of the three universities, from 2014 till 2017 – the Advisor to Rector. At present, Professor of the Department of Resistance of Materials and Machine Parts of Russian State Agrarian University – Moscow Agricultural Academy named after K.A. Timiryazev.

In 2001, he was elected the Corresponding Member of the Russian Academy of Agricultural Sciences, in 2003 - Academician of the Russian Academy of Agricultural Sciences. Since 2014 - Academician of the Russian Academy of Sciences. He defended his PhD thesis in 1972, DSc thesis in 1994, and got an academic title of Professor in 1991.

Teaching experience – over 40 years. The head of scientific school on the formation of the necessary level of reliability for agricultural machinery. He developed a number of processes to increase the wear resistance of friction units, the original working bodies of agricultural machinery. He has 21 author certificates on inventions and patents. Prepared by 13 doctors and 10 candidates of sciences, directs the work of doctoral students and post-graduate students.

THE ORDER OF
 review copyright original articles submitted for publication in a peer-reviewed periodical printed edition of the "Vestnik of the Federal State Institution of Higher Professional Education" Moscow State Agroengineering University named after V.P. Goryachkin"

  1. General provisions 
    1.1 Publication shall review all incoming materials to the editor corresponding to its category, with a view to peer review. All reviewers are acknowledged experts on the subject of peer-reviewed material and have for the last 3 years of the publication of peer-reviewed articles on the subject.
    1.2 Further external review is required for articles (materials) submitted by graduate students or applicants of a scientific degree. Such articles (materials) attached recommendation (review, review) the supervisor or lead specialist in the relevant scientific field, signed and stamped.
    1.3 The materials of the sections " Other", "Anniversaries" review not require.
  2. The procedure for review
    2.1 For peer-review of manuscripts the articles can be involved as members of the editorial Board of the journal "Vestnik", and other experts of Russian State Agrarian University – Moscow agricultural Academy named after K.A.Timiryazev, with professional knowledge and experience in a particular scientific direction, as a rule, doctors of Sciences, professors.
    2.2 Reviews are stored in the editorial office for 5 years.
    2.3 The editorial office will send to the authors the copies of the reviews or a reasoned refusal, and shall also send the copies of reviews to the Ministry of education and science of the Russian Federation upon receipt at the editors request.
    2.4 The review should contain a clearly expressed position of the reviewer on the content, presentation, and other indicators of article (material) and a recommendation of 3 possible: 
    — to recommend for publication;  
    — recommend for publication after revision based on the comments;  
    — not to recommend for publication. In the latter case, indicate the reasons for such recommendations.
    2.5 If in a review on the article there is a reference to the need of correction, then the article is sent back for revision. In this case the date of submission is considered the date of return of the revised manuscript.
    2.6 The article sent to the author for revision should be returned corrected within 20 calendar days. Into a revised article, you must attach the letter with authors ' answers to all remarks of the reviewer.
    2.7 If the article has undergone substantial revision, it is given to the reviewer who made comments, for repeated reviewing.
  3. The decision to publish 
    3.1 The decision to publish, or to refuse publication is taken at the next meeting of the editorial board on the basis of the results of the review.
    3.2 The article (material), received after revision based on the comments, considered in the general order of priority.
    3.3 A revised version of the article (material) can be sent for re-review by the editorial Board. In case of a repeated negative review the article (material) subject to no further review.
    3.4 The editors reserve the right to reject the articles from the inability or unwillingness of the author to take into account the suggestions of the reviewer.
    3.5 If there are two negative reviews of the manuscript from two different reviewers or one review of its revised version the article is rejected without consideration by the editorial Board.

The article appears in the text and / or electronic form (text editor Microsoft Word) without handwritten inserts. The volume should not exceed 10 A4 pages, including references to sources cited in the publication. By publishing adopted previously not published author (s) work - the scientific and technical or overview and analytical article - will be corresponding to the main directions of the journal.

Thematic headings (Universal Decimal Classification)
Title of the article without cuts, but most accurately reflect the issues involved
Information about authors (full name, title, position, place of work, phone with area code, e-mail). If the author is a graduate student, applicant or trainee, you must specify the name of the department.

Annotation (200-250 words) should briefly repeat the structure of articles, comprising introduction (formulation of the problem and the urgency), goals and objectives, results, conclusion (explicitly or implicitly) must follow the structure of the article: introduction, goals and objectives, results, conclusion.

Key words (7-10 words or phrases for search engines and classification of articles on the topic).

Full article on Russian language. A brief overview of existing theoretical developments on the topic. It is necessary to reflect the purpose and objectives of the study, the results of the study, the findings (conclusion).

Bibliographic list. Printed on separate pages in alphabetical order, are the names of all authors (in italics) and the full name of the cited work. The text specifies the reference with number in square brackets.

Bibliographic list of articles shall comply of State Standards 7.0.5-2008 and have an average of 15 sources, and contain the following information

  • with reference to the journal article - last name and initials of the author, title, full name of journal, year of publication, volume, number, pages of beginning and end of the article;
  • with reference to the book - the name and initials of the author, title, place of publication, publisher (for foreign source is sufficient to indicate the city), year of publication, the total number of pages in the book;
  • when referring to an article in the collection - the name of the collection, issue number (or volume), place of publication, publishing (or publishing organization), pages of beginning and end of the article;
  • for Internet references - the name of the resource and publications, access mode.

Information in English language

Translated title of the article. Translated title of the article in English should be no transliteration from the Russian language, except for the untranslatable proper names, devices, etc. objects that have their proper names.

Author's name, place of work in Latin (transliteration).
The English-language version of the annotation must be done qualitatively, not a mechanical translation. Copyright English-language summary is intended to serve as an independent source of information from the article.

Translation into English by keywords (key words).
Bibliographic list
Last name, first name and patronymic, position, academic degree, academic rank. Full name of the organization - the place of work (study) in the nominative case without components company name, full legal address of the following sequence: code, country, city, street, house (English)

Manuscripts necessarily reviewed. In case of deviation of article the author gets motivated refusal. The responsibility for the accuracy of the published information shall be the author (authors). Manuscripts will not be returned.

The electronic version of the article, names of the author, separated by commas, taken in any electronic medium or by e-mail.

Requirements for registration of the article

  • Printing type Times New Roman, size – 14 pt, interval – 1,5. Latin letters in italics, Greek and Russian alphabets, indexes and exponents, mathematical symbols lim, lg, const, sin, cos, tg, min, max et al., the number of similarity are in direct outline. Abbreviations have to be explained. The range of any values indicate (…), except for the period of years (dash). Indent from all sides of the page - 2 cm.
  • Figures and tables must be placed after the reference in the text, at the end of the paragraph. In addition, figures shall be applied as separate files in the format tiff, jpg, bmp, dwg, it should be numbered consecutively, and captions. Tables should be numbered consecutively and headlines. Abbreviate the words in the table is not allowed.
  • For a set of formulas you want to use the program Math Type or Equation. To nomber only those formulas that are referenced in the text. Simple mathematical expression (which do not contain fractions, roots, composite indices, etc.) are placed in the text. All symbols in the formulas must be explained with units in the SI system.
  • References to the article you must be in the order of citation, bibliographic description - according to State Standards Р 7.0.5–2008. In the text references to the source citation is given in square brackets at the end of the sentence before point.
  • For authors from outside organizations necessary to have receipt of subscription to the journal (subscription index in the catalog «Russian Press» 42252).
  • For post-graduate students and competitors of a scientific degree of candidate of Sciences recommendation will be necessary with the conclusion about possibility of publication in the “Vestnik», certified by a seal of establishment.

Editorial Board of the scientific journal “Herald of Federal State Educational Establishment of Higher Professional Education "Moscow State Agroengineering University named after V.P. Goryachkin” coordinates, within its activities, with international ethical rules of scientific publications, including the rules of integrity, confidentiality, supervision of publications, consideration of possible conflicts of interests, etc. In its activity, the Editorial Board follows the recommendations of COPE (Committee on Publication Ethics), and also draws on some valuable experience of recognized international journals and publishers.

1. Duties of Authors

1.1 Reporting standards 

The Author must submit reliable results of the work performed, as well as objectively state the research significance. The research data should be clearly stated in writing. The paper should contain enough information for other researchers to be able to verify and reproduce the experiments. Fraudulently or inventively untruthful statements shall be considered acts of unethical behavior and are, thus, unacceptable.

1.2 Data access and storage

Authors may be asked to provide input data for the editorial review. They should be prepared to provide open access to such data, if possible, and in any case should be prepared to preserve the source materials within a year after their publication.

1.3 Originality and Plagiarism

Authors should provide only original works. When using text or graphic information obtained from the works of other people, references to the relevant publications or the author's written permission are necessarily required. Any kind of plagiarism is regarded as unethical behavior and is, thus, unacceptable.

1.4 Multiple, repeated and competing publications 

Authors should indicate that their work is published for the first time. If any elements of the manuscript were previously published in another paper, the authors are obliged to refer to the earlier work and indicate a significant difference of the new work as compared with the previous one. Literal copying of one’s own works and their paraphrasing are unacceptable, they can be used only as a basis for new conclusions. Simultaneous submitting a paper to more than one journal is regarded as unethical behavior and is, thus, unacceptable.

1.5 Confirmation of sources 

Authors are obliged to recognize the contributions of other researchers who have formed a core part of the study. It is necessary to provide bibliographic references to the works used. Information obtained privately through conversation, correspondence or discussion with a third party should not be used without obtaining an open written permission from copyright holder.

1.6 The paper authorship  

Authorship should be limited to those who have made a significant contribution to the concept, design, implementation or interpretation of the claimed study. All those who have made a significant contribution should be listed as co-authors. Those who participated in some significant aspects of the research project should be listed as the project participants. The Author must ensure that the names of all co-authors and participants of the project are included in the lists of co-authors and participants, and that all co-authors have got acquainted with the final version of the scientific work and approved of it, and also expressed their consent to its publication.

1.7 Disclosure and conflict of interest 

All Authors should disclose in their papers all information about any financial and other significant conflicts of interest that may affect the research results or their interpretation. All sources of the project financial support should be disclosed.

1.8 Significant errors in published works 

If an Author finds a significant error or inaccuracy in his/her published paper, he/she is obliged to immediately notify the Editor or Publisher of the Journal about this and help them in removing or correcting the error. If the Editor or Publisher learns from a third party that the published paper contains significant errors, the Author is obliged to immediately remove or correct them, or provide the Editorial Board with proof of the correctness of the original paper. 

2. Duties of the Editorial Board

2.1 Decision to publish a paper 

Submission of a paper for consideration implies that it contains new non-trivial scientific results obtained by the Authors, which have not been published before elsewhere. Each paper shall be reviewed. Reviewing takes place according to the "blind" scheme, when Reviewers know the Author, but the Author does not know his/her Reviewer. Experts have every opportunity to freely express their reasoned criticism regarding the level and clarity of the presentation of the submitted material, its relevance to the Journal's profile, novelty and reliability of the results. The recommendations of Reviewers form the basis for a final decision on the publication of the paper. The responsibility for the decision to publish shall rest entirely on the Editorial Board of the Journal. The Editorial Board decides on each publication as guided by the Journal policy with account of the current legislation in the field of copyright. The Editors evaluate the manuscripts solely by their scientific content, regardless of race, gender, sexual orientation, religious beliefs, ethnicity, citizenship and political views of the Authors. If accepted for publication, the paper is placed in the public domain; copyrights are reserved for Authors.

2.2 Confidentiality 

The Editor and all staff members of the Editorial Board have no right to disclose information about the submitted works to anyone other than the relevant Authors, Reviewers, other editorial consultants and, if necessary, the Publisher. Editor and Editorial Board staff do not have the right to use unpublished materials contained in the submitted manuscript in their own research without a written consent of the Author.

2.3 Conflict of interest and resolution of ethical conflicts 

In the event of a conflict of interest as a result of competitive relations, cooperation or other relations and links with one of the Authors, companies, or institutions associated with the submitted manuscripts, the Editor submits the manuscript for consideration to another member of the Editorial Board. Editors should ask all the participants involved to disclose the existing competing interests. If competition of interests is revealed after the publication of the paper, the Editorial Board shall be obliged to ensure the publication of the amendments. When submitting an ethical complaint regarding a submitted manuscript or a published paper, the Editor must take reasonable responses in cooperation with the Publisher (or community). Every report on the fact of unethical behavior shall be considered, even if received years after the publication of the paper. If the complaint is supported, appropriate amendments, refutations or apologies shall be published. 

3. Responsibilities of reviewers

3.1 Contribution to editorial decisions 

Expert evaluation helps the Editor in making editorial decisions and through the cooperation of the Editor and the Author can help the Author in improving his/her work.

3.2 Efficiency 

Any reviewer selected to evaluate the works, who believes that his/her qualification is not enough to consider the research presented in the scientific work, or knows that the consideration mode will be too low, shall notify the Editor about this and refuse the review process.

3.3 Confidentiality 

Any manuscript submitted for peer-review must be treated as a confidential document. It is inadmissible to show it to other reviewers or to discuss with other experts without the prior permission of the Editor-in-Chief.

3.4 Standards of objectivity 

Reviews about scientific works should be unbiased. Personal criticism of the Author is inappropriate. Reviewers are required to express their views clearly and reasonably.

3.5 Confirmation of sources 

Reviewers should identify relevant published works in the peer-reviewed material that were not quoted by the Authors. Any statements, conclusions or arguments that have already been used previously in any publications should be appropriately presented as quotations. The Reviewer is also obliged to pay the Editor's attention to substantial or partial similarity to any other work the Reviewer is directly familiar with.

3.6 Disclosure of Information and Conflict of Interest 

Unpublished materials used in the submitted manuscript shall not be used in the Reviewer's own research without a written consent of the Author. Closed information or ideas revealed in the course of the review shall remain confidential and not be used for personal gain. Reviewers shall not participate in peer-reviewing and evaluation of the manuscripts they are personally interested in.

The Journal "Vestnik of Federal State Educational Establishment of Higher Professional Education “Moscow State Agroengineering University named after V.P. Goryachkin”" (hereinafter referred to as the Journal) is an scholarly edition intended for publication of research results as well as for communication among scholars, university academic staff, postgraduate students, and leading professionals of the relevant industries.

The Journal is intended for the publication of materials reflecting the main trends of the development of agricultural machinery and technologies, farm machinery maintenance, electric engineering techniques, organization of engineering systems in the rural sector, as well as teaching and training methods used in professional and vocational training.

The main objective of the Journal is to provide comprehensive and objective information for scholars and professionals in various fields and branches of agriculture.

Preference is given to papers reflecting innovative research methods and progressive technologies that reveal promising trends for the development of science and technology.

The authors of the submitted materials are academicians of the Russian Academy of Sciences, the Russian Academy of Education, leading professors and scientists of Russian and international agricultural universities and research and development centres. Papers submitted by postgraduate students are published free of charge.

Papers and materials are published as they are submitted. When quoting the materials of the Journal, proper references are required. Reprinting of materials is allowed only upon the consent of the Editorial Board and authors. All the materials published in the Journal are peer-reviewed. The reviewing procedure is determined by the Editorial Board and is not discussed with the authors.

In case of rejection of a paper, its author receives a reasoned paper decline letter. The Editorial Board has the right to independently solve the case of the relevance of papers to the subject areas of the Journal and its sections. Each issue of the Journal contains requirements for publications.

The Journal is managed by the Editorial Council, the Editorial Board and the Editor-in-Chief. The Editorial Board is headed by the Editor-in-Chief. The Editorial Board determines the subject areas and working principles of the Journal, forms a portfolio of materials, edits selected materials and decides on their publication.

Founder and publisher is Russian State Agrarian University – Moscow Agricultural Academy named after K.A.Timiryazev

The relationships between the Journal and the University are based on the principles of editorial independence. Editors take decisions on the publication of submitted papers only on the basis of their quality and compliance with the subject areas of the Journal without any influence from the University.

The Journal is available in Russian and international databases, and seeks to expand the availability of its publications in still a wider range of the leading international databases.

The Journal is included in the list of peer-reviewed scientific publications recommended by the Higher Attestation Commission for the publication of the research results from theses for PhD and DSc degrees.
